Controlled knowledge and source ownership
Public-service answers should be grounded in approved government or agency content. The operating department should own updates when requirements, forms, deadlines, locations or policies change. The avatar is a communication layer over the source information, not an independent policy authority.
Authentication for personal services
General information can remain public, while personal records or transactions require appropriate identity and authorization. RIFE can design the kiosk interface and integration layer around the agency's existing authentication and service systems where suitable APIs exist.
